Brookings Institution Report Says Earth's Civilization Might Topple if Faced by a Race of Superior Beings

Washington. Dec 14 (UPI) -- Discovery of life on other worlds could cause the earth's civilization to collapse, a Federal report said today.

This warning was contained in a research report given to the National Aeronautical and Space Administration with the recommendation that the world prepare itself mentally for the eventuality.

The report, prepared by the Brookings Institution, said "while the discovery of intelligent life in other parts of the universe is not likely in the immediate future, it could nevertheless, happen at any time."

Discovery of Intelligent beings on other planets could lead to an all-out effort by earth to contact them, or it could lead to sweeping changes or even the downfall of civilization, the report said.

Even on earth, it added, " societies sure of their own place have disintegrated when confronted by a superior society, and others have survived even though changed."

Responding to Crisis

"Clearly, the better we can come to understanding the factors involved in responding to such crisis the better prepared we may be."

The agency's 100-page report, prepared at a cost of $86,000 was for the space agency's committee on beings-in-space studies. The members, headed by Donald M. Michael also recommended further study of other space activities, including the symptomatic and propaganda effects and the implications of communications and weather satellites.

On the question of life in outer space, the report said that if intelligent or super-intelligent beings were discovered in the next twenty years they would probably be found by radio communications with other solar systems.

Evidence of such existence "might also be found in artifacts left on the moon or other planets," it said.

An attempt already has been made to contact outer space. Government scientist at Greenbank, West Virginia used radio astronomy in an effort to pick up signals that might have been beamed by intelligent beings. They concentrated on a star about fifteen light years away.

Signals were sent from Greenbank were of a kind that would show to anyone receiving on other planets that they were man-made and not natural phenomena.

Why is there a cover-up?

A common question that should really come in two parts.

First one has to ask if there has been and still is a cover-up? Once that has been proven, you can begin to examine the reasons as to why.

Citizens Against UFO Secrecy along with emminent UFO researcher, author and broadcaster, Stanton T. Friedman, went after CIA and NSA UFO documents in the early eighties via Freedom of Information.

Access was denied, they appealed, and a long drawn out process resulted in the matter going to the courts, where finally, the Judge determined that the UFO documents could not be released because doing so would constitute a threat to national security.

The Judge incidentally, never got to see the actual UFO documents, just a briefing paper from the NSA explaining why they should not be released. He was so impressed by what was contained in the briefing paper (which required special security clearance being given to the Judge himself) that he reached the extraordinary decision not to release anything.

So CAUS and Friedman tried a legal ploy, it's been done before, there are precedents. They appealed through Freedom of Information to get a look at the briefing papers, and finally succeeded. Only trouble was, 75% of the papers were censored.

Anyone who suggests that there is no such thing as a UFO cover-up is talking foolish nonsense. That charge has been tested in the highest courts of the land, and been proven.

The detail of this case can be found in numerous works, but I recommend those written by Friedman himself.

So we have a proven cover-up, but we knew long beforehand that was the case, because when Freedom of Information was enacted in the late seventies, all those agencies who had hitherto denied an interest in UFOs, suddenly found their names appearing on released FoI Act UFO documents from a time when they were denying any such interest i.e., FBI, DoD, NSA, CIA, USAF etc, etc.

So why a cover-up? There are several reasons, the most obvious being the effects such a release on the existence of extraterrestrials would have on the global population at large.

Religious institutions would be effected (remember the only nation on our planet not to broadcast "live" pictures of the first Moon landing was China, because most of the population believe the Moon is one of their spiritual Gods).

Financial institutions would be hit even harder - the prospect of new technologies would send Wall Street into a state of panic.

Political implications would be enormous.

Military implications would be immeasurable - who controls the new technologies, or has first bite at the cherry in understanding how they work, would be top dog.

Social implications would be incredible. Allegiance to a nation and its flag would be brought into serious question, particularly among the young, because they would see themselves as human beings, and their prime allegiance would be to the planet. A high moral ground such as this, would have nationalistic orientated politicians and those in the military and security services up in arms.

Practical reasons for the cover-up - you can take your choice of one or more, but there are others, not least the possibility that governments might not have a clue as to what is going on, and are powerless to prevent incursions into their air space. If that is the case, will they admit to it? Th

e need to know and compartmentalisation ensures all manner of secrets can be kept for however long a resident government determines. The UFO phenomenon is a global phenomenon - and inter-governmental policies on the subject, and how it is treated, have to be in effect for the cover-up to be truly air-tight. However, would Libya co-operate with the United States on such a policy for example? Or Iran or Iraq?

Faced with this latter puzzle, an undeniable problem exists for those who suggest that all nations of the world are somehow willing partners to an alleged global UFO cover-up, overseen by the United States. Described as the "Great Satan" by Islamic fundamentalists, it beggars belief that some nations would cooperate on such a scheme, but given their religious beliefs, leaders of such nations would cover-up extraterrestrial visitations for their own ends.

A Catch-22 situation in some respects, but take comfort from the fact that some nations do express freedom of speech in these matters, such as Belgium and Spain for example.

Finally, one should also not dismiss entirely out of hand, the proposition made by some, that the cover-up could exist because of potential hostile intent by some of these extraterrestrial visitors. Those of us who have been involved in this subject for many years (my experience dates back to 1967) know full well that there have always been deeply disturbing examples of what any sane person would describe as "hostile actions" by some of these alledged visitors.

"The most important issue of our time" is how former US Staff Sgt. Robert Dean describes the enigma.

"A Cosmic Watergate" is how Stanton T. Friedman refers to the cover-up.

Once people, irrespective of their backgrounds, nationalities, colour, race or creed, begin to inform themselves about the subject, they will understand why it is that people like Dean and Friedman express such opinions.

It is incumbent on all of us to assist in this educational process, make allowances for the spurious and uncorroborated data that inevitably enters the debate, and highlight the facts.

Only then will real pressure be applied on those who are privy to the truth. Only then will that truth finally begin to emerge.
